Place that Winter Maiden Boot on the ground, and after a short time it will magically fill with a gift from the winter maiden herself!

No one has ever been able to figure out how she does it. It's part of the magic of the festival.

Just be sure not to leave the boot alone for too long after its filled with gifts, or it will disappear! Good luck!
