If you have become a member of a territory after receiving but not completing this quest, you can complete it by ordering materials from the workbench or taking out the completed materials.

First of all, watch your head; this is a construction zone. Second of all, no, you don't have to own land in this region to help.

You do, however, need a work permit.

I can get you one, or you can visit the Market Director... If you can stand her. Just be sure to get a blank permit first from your guild store.

Once you're permitted, you can craft at the Territory Workbench. It won't always be available, so take advantage while you can.
