You know the Windwhips, right? Firran, funny hats, way-too-serious? Guardians of the Souleye? They stashed a @DOODAD_NAME(2906) in a building behind you, then blocked the entrance with a run-down machine.

If you inject the machine with a new anima, it will probably be able to move itself. Here's an @ITEM_NAME(16425). If you find the @ITEM_NAME(20133) inside their chest, then I've paid you back for saving my life!
